MINUTES

 

  1. Call to Order Mayor Christy Schell, called the meeting to order. Council members present, Mike Shea, Philip Barth, Johnny Stevenson, and Wayne Drummonds

  3. New Business

      1. Discuss/Take Action - Replat property located at Collins and Slattings, Odie Hall owner. Ms Hall - we would like to sub-divide and replat lots purchased at Slattings and Collins Street to build 4 new homes with approximate value of $100,000 each. We understand that there may be a problem with the septic and that we may have to have more land. There is a septic system on one of the lots, we don’t know if it is working or not. Jeff – There is an existing metal building that sits at Slattings and Collins, we were thinking we could possibly make that a metal house. The building is 1500 sq feet inside. Mayor Schell – Lot 3a in the pink, is that dead? Ms Hall – yes, unless the city abandons that street there (Slattings). Mayor Schell – we may sell it to you, but we want abandon it. Mr. Stevenson – If I could make a suggestion, I would consider dividing 2 of the lots more equally to allow room for your septic. Marla City Secretary – Ms Hall would need to take her plans to a licensed sanitarian, he would take her concept plans and design a septic system. Then, they would submit those plans to Wes our City Inspector to make sure that those plans meet state and county requirements. Mr. Shea – When you go talk to the guy about the septic, certain septic systems will only work with certain size houses. Ms. Hall – Could we discuss the building, making it into a house. Mr. Shea – You just need to apply for your permits, as long as it meets city code. Mr. Stevenson – I don’t have a problem as long as it meets all the requirements, of course this all depends on the replat and if the septic is going to work. Mayor Schell – Talk to your engineer, talk to Wes and then come back to us. Jeff – I have one more question about the street. Once we have an approved plan, what type of materials do we need for the street? Mayor Schell – Your putting the street back in? Jeff – Yes, we want to continue Collins St. Mayor Schell – You will have to match what’s there.

      2. Discuss/Take Action - Determine number of streetlights needed in Coleman subdivision. Mayor Schell – Can I make a suggestion, 10 would put 2 at the entrances and 7 zigzagging through the subdivision and 1 at the cul-de-sac. Mr. Drummonds – Is there a requirement when the streetlights go in that their operational? What if we put one on each corner and tag light ever other one. Garland does it they rotate use. Mr. Shea – I like the idea of 16. Mayor Schell - Call TXU to see if that’s possible and we will pick this up on next months meeting.

      3. Discuss/Take Action - Mobley annexation. Mr. Shea motioned to accept, Mr. Stevenson second the motion, all in favor, aye, motion carried.

      4. Discuss/Take Action - Nevada Lodge requesting extension to tax abatement. Mr. Drummonds motioned to extend 5 years, Mr. Stevenson seconded the motion, all in favor, aye, motion carried.

      5. Discuss/Take Action – Joint Election Contract for election services. Joint election between Community ISD and City of Nevada. Mr. Shea motioned to approve, Mr. Drummonds seconded the motion, all in favor, aye, motion carried.

      6. Discuss/Take Action – Roads - East St chipseal and repair culvert, Kerens St repairs, S Cole St repairs, 309 West St drainage ditch. Re-open old Gin road. Mayor Schell – I drove East Street and its really in bad shape. I would like to suggest amending our street plan and chipseal East Street this year and consider opening the old Gin Road for the farmers. We budgeted for chipseal on Eve Street, repairs on Kerens Street and then we have the money in the road fund. Mr. Shea motioned to follow our original plan, chipseal Eve, rock East and repair Kerens, Mr. Drummonds seconded the motion, all in favor, aye, motion carried.

Mayor Schell – We will need to collect bids for Cole, West and the old Gin Road.

F. Consent Agenda

    1. Minutes 1/02/07- Mr. Shea motioned to approve the minutes, Mr. Drummonds seconded the motion, all in favor, aye, motioned carried.

    2. Treasurer’s Report January 2007 – Mr. Shea motioned to approve the Treasure’s report, Mr. Drummonds seconded the motion, all in favor, aye, motioned carried.
