MINUTES
- Call to Order Mayor Christy Schell, called the meeting to order. Council members present, Mike Shea, Joe Poovey Philip Barth, Johnny Stevenson, and Wayne Drummonds
- Citizens to Speak Before the Council
a. Nancy Cooksy – NevadaFest is scheduled for August 25, 10-4 at the Well House. We would like to have the city officials sponsor a booth.

- Discuss/Take Action – Clean-up Day - Mayor Schell, does the council still want to have cleanup day? Show of 3 hands fore, 2 against. City secretary will call and set up a date with Barnes.
- Discuss/Take Action – Petition for requested annexation Renfro and Bickel. No action. Mr. Renfro was not aware the council would take action on the annexation at this meeting and would like to request the council table this item for a later date.
- Discuss/Take Action – Ordinance 07-02, annexation Renfro and Bickel. No Action. Item tabled for a later date.
- Discuss/Take Action – Predevelopment Agreement Classic Homes. Mr. Stevenson motion to approve, Mr. Barth second the motion, all in favor, aye, Mr. Drummonds nae, motion carried 4 to1.
- Discuss/Take Action – Public Safety/City Hall Building Project. Ann Bull with USDA Rural Development to speak. Ms Bull – Nevada is not eligible for our grant program, but you are eligible for our loan program. Depending on the project, for example a fire station the term of the loan would be 40 years and the interest rate is 4.125% fixed. Your payments are usually set up annually over a 40-year period with no penalty for early payoff. The loan would be bonded, what we ask you to do is set up an account that is equal to 1 years payment. Depending on the project would determine if an election is required. If it’s for the city say for a city hall then yes you would have to have an election, if it was for a nonprofit organization then no election is required. If you have 2 different projects you can have one loan amount or you could split it and do it as two different applications. The process requires a one page application and then all the required information for instance, 5 years of financial statements, current year projections/budget and so on. There are no fees for our services. You can submit your application at any time. Once the application is submitted we should know if you’re approved for the loan within 30 to 60 days. It’s hard to say when a project will be funded. It could be 6 months to a year after you are approved before you are funded. You do not have to have your election before submitting an application, you can submit your application and then put it on the ballot for election, even if it doesn’t get the vote your application is still active or on hold. So in other words you could have it on the ballot again the next election and not have to submit another application. Your application is active until you tell us to with draw it. If you get an interim construction loan to get the project started, its possible you can use the funds to pay that loan, but you would have to clear that with us first. I would suggest you do anything like that in conjunction with your application, if not you run the risk of us not paying that loan. If you think there is a bank that will finance this project for you we have a program called a Guarantee Program where you go to the bank and work out all the details and if they approve you, but cannot give you the terms or interest rate because of risk then the bank can come to us and ask us for a guarantee and we would guarantee a portion of the loan up to 80% for real-estate and 60-70% for equipment. This program is much faster because the money is not coming from the Government it comes from the bank. With a Government facility everything would have to be ADA compliant. Through the building process we will do three inspections, foundation, when insulation is installed and a final. Long-term requirements we will require a copy of your annual audit and every three years we will perform a compliance review where we would walk through the facility. We would need a copy of your organizational documents stating that the city can incur debt, if you do not have that document or it does not state the city can incur debt then you will have to adopt or revise such document. A letter has to be sent to the Council of Governments telling them about the project and then they will research the site and give you their opinion. Take a look at the packet I will walk you through the process. Start working with me on your plans as soon as possible you can do that even before you submit your application.
Mr. Shea, I would like to discuss the location of the city hall. I want the city hall in the downtown area. Maybe we can ask the Fire Dept for the lot the current firehouse sits on? Mr. Drummonds, that lot is to small there would be no room for expanding. Mr. Stevenson, right now we do not have any proposals for the donation of any land or if the city is going to purchase land and until that happens I do not see any point in discussing location right now. Mayor Schell in 30 days we will have a working plan and we will set a date for a workshop. We will submit those plans to Ann and invite her back to prepare the application.
